Charter school opening delayed, state reports
Englewood – The Shalom Academy Charter School will not open this fall, the state Department of Education announced on Friday.
The Hebrew immersion school, one of 22 charter schools Governor Christie approved earlier this year, was originally intended to open its doors in September 2011.
In a press release, the state said that Shalom Academy was among the schools granted an additional planning year, and is currently planned to open in fall 2012.
Justin Barra, director of Communications and Strategic Partnerships for the Department of Education, said Shalom Academy had not produced a certificate of occupancy, and thus had not met the regulatory requirements for opening. He said the school had requested the planning year in order to make sure everything was in order to open next year.
Barra added while it is unknown where the school might open, Shalom Academy had been looking at a site in Teaneck , and was listed on the press release as being in Teaneck.
The charter school has been a point of contention for the Englewood and Teaneck school districts, from which it was going to draw students. Both schools joined in an appeal earlier this year, on the basis that the program would violate the state's anti-segregation statutes, that the cost of the school to both districts would be detrimental to students, and that it did not have a location.
In April, Northern Valley Suburbanite reported that the location listed as the definite site of the school on its applications, 241 William St. in Englewood , was occupied by a business, which had plans to expand throughout the rest of the building.
Englewood Board of Education President George Garrison said he believed that was the reason the school was being held back for a year.
"They had a deadline of July 15 to disclose all of the information," he said.
Raphael Bachrach, the founder of the school, has not returned calls or emails from the district, Garrison said.
According to the state's estimate, the Englewood school district was going to have to allocate $700,000 for the operation of the charter school. Garrison said the board was going to wait for the state's official word on whether or not they will now be able to reallocate those funds since the charter school is no longer opening this year.
He added the doors of the Englewood public schools are always open for the students who had been planning to attend Shalom Academy.
